to Buyer, Buyer Signs and returns to Seller with scan passport copy/ NCNDA/IMFPA signed by all buyer groups with commission structures,
3. Seller issues, Dip Test Authorization letter sign by all parties including buyers tank farm.
4. Seller issues DTA- Dip Test Authorization, fresh SGS Report. Tank receipt, Buyer order SGS to conduct Dip test of the product in the Tank on buyer expense.
5. Upon successful dip test, Buyer provide vessel details or Tank details, Seller shall immediately submit the (SGS) inspection Report along with the full Proof of Product (POP) to the Buyer.
6. Buyer make 100% payment by MT103 TT wire transfer for the total product and Seller makes title transfer into Buyer’s name. Seller pays commission to all intermediaries involved in the transaction 24 hours after confirmation of the buyer payment
7. Seller submits the draft spa for review for R&E monthly delivers.
8.Buyer revise and approves the spa and issues SBLC/IRDLC irrevocable, non-transferable, auto revolving for 12 month’s shipment value, documentary letter of credits for length of contract and for each lift per schedule. Buyer pays after dip test by MT 103 wire transfer on each month.
9. The subsequent delivers shall commence according to the terms and conditions of the contract. 10. Seller pays commissions to all intermediaries as per IMFPA/NCNDA 24 hours after receiving payment from buyer

Temperature Difference

I have an issue about temperature different in our trucking system (petroleum products) is relatively higher (4-5 degree celcius) than the source tank temperature causing losses more than 0.5% in GSV. All the tools (PD meter, ATG, temperature indicators) already calibrated with the right methods, but because of the climate, this problem happened. Anyone can help me with this issue?

Dhananjoy Mishra@ Fujairah It is possible technically, however it depends based on few issues.
You need to check if the exiting pump can pump more inlight of its capacity , then only it makes sense or if you need to add up additional pump. In case of additional pump, pressure balancing of both the pump needs to be taken care if it discharges through same discharge lines. If all are taken care of, you need to concentrate on the following also.
While you increase the pump-out rate of the tank, you need to see if the breathing capacity of the tanks can take that extra pumping out rate, otherwise vacuum will be created to damage the tank.

Dhananjoy Mishra @Fujairah Very difficult this way. Installation cost will vary due to different reasons- Location is one of the factor that will play into it.
Besides, other specs- is the roof aluminum dome, how is the heating coils- plate, hot oil coils or steam? what is the painting spec....
Is it self supported dome or cone?

Still for estimation sake a ball park figure can be worked out. However, few info that are relevant is, is it inside an existing tank farm? is the heating furnace already available? in such cases only coil inside the tanks and relevant transmitter needs to be considered.
If the erection site is inside tank farm, the erection cost will be influenced by the constraints like safety requirement, difficulty in accessibility etc. You will have to factor in accordingly. And important cost will be power. not sure if direct grid power etc can be used,Or it will be generator.
However, basics are as follows-
Material Supply = $ 55,000
Fabrication = $ 45,000
Erection = $120,000
You need to factor in the above as mentioned. Plus the heating system. Not sure about you have the boilers or not. You can reduce the heating cost by selecting plate heat exchangers. Considering crane, power, accommodation, Hydrotest water and Heating coil pipe ( not including the boilers; that will be hell of a cost), you should be able to finish within $275000 to max $300000.

It will depend on the cargo, the configuration of the tanks( as the surface calculation is required to factor in the heat loss, the ambient temp as the difference of temp will effect the heat loss, and your boiler capacity and performance. Not sure if you use steam or not. Type of paint, insulation etc so many factors.

Floating storage in liquid carrier is very common, specially since ship rentals were low. However, you need to have an efficient STS execution. The location , where you anchor the ships( for considerations like swells etc), the vessel to which you discharge, all needs to be taken care of for such operation. At the same time, such decision will atleast keep the business rolling, until your terminal is ready.

When building a tank farm/fuel terminal you don't start by looking for a company which can construct them, but first you have to engage a consultant who is going to define the project & scope, assess the site, and prepare the road map for the further project development i.e. assessing the requirements, risks, constrains, compliance etc., than setting up a basis for the designer to design the tank farm/fuel terminal, than based on the design you can look for company which would supply the material and construct the tank farm. Don't forget that a fuel terminal/tank farm does not only consist from constructing tanks and related piping systems, it is much more complex than that.

We can gladly help you out and do it all in house.

Looks like you will be the user for the same . If such is the case, i hope you have finalised the requirements. If not, then you need to finalise the basic features that yo are looking for in your terminal. Once done, you need to develop a Front End engineering to help you develop the detail engineering. Construction, will not be much issue, once you do your detailing diligently.
Final outcome should serve your purpose effectively, operationally as well as commercially.
Finding Contractors for building terminals shouldn't be an issue.

Hi Dear Tank Specialist!

I work in oil company in Iran and I am doing a research on oil storage tank sealing system.
May I ask you a technical question? What is your idea about best sealing system in large floating roof oil storage tanks? As you know, there are two common types of primary seal in floating roof storage tanks: mechanical seal and soft seal (like tube seal). Each one has advantages and disadvantages. I want to know which one is totally better, especially in some cases like hitting a lightning. Which one can best prevent the vapor to leak so that protects the tank from fire accidents when a lightning strikes the tank? And which one can best conduct the electric current from the roof to the shell and then to the ground in lightning strike?
I’ll be very pleased and thankful to receive your answers and evidences about those questions.

The best way to avoid rim fires by lightning strike is to go with geodesic dome & internal aluminum floating roof. Our single seal on our IFR's recuperate around 96% of evaporation losses and are in such combination the best solution for any liquid stored either a crude oil (to avoid external steel roof problems), or any light products i.e. naphtha, gasoline, kerosene, diesel...

Many bulk liquids require some kind of heat source to keep them in an easily-transferred or non-volatile state. However, the total percentage of overall U.S. and global storage capacity requiring heat is unclear and difficult to find. Can you tell me how much of world storage capacity has a heating option for use as needed? Is there an industry standard at terminals for how many tanks are enabled for heat?

Salim Bilawala Heating depends upon purely on the need. Certain product require heating at certain locations whereas the same product does not need any heating. So you can not standardize. In cold country it is continuous heating whereas towards asia it could be temporary heating of the day tank. The heating capacity again depends upon requirement as to the temp. diff. between initial and desired.

PADD1 Diesel Storage Capacity and Carrying Costs

Hi,

I am looking into the various costs of storing diesel, specifically ultra low sulfur diesel, in the PADD 1 region in the United States. Could you give me an estimate for the $-per-gallon-per-mo storage costs for ULSD in and around the New York Harbor? Additionally, what would you say is the maximum storage capacity for ULSD diesel in the northeastern United States? According to the EIA.gov historical data it seems like ULSD stock never climbs above 35 million barrels in PADD1.

Dhananjoy Mishra/Fujairah Expansion or contraction of tanks due to temp variation is corrected using tank expansion factor or shrinkage factor.
It is not same as VCF. Steel expansion/contraction coefficient and the cargo coefficient are not same. So, we need to calculate these two differently.
Mainly temperature affects the shell capacity. And if you have a floating roof, then the type of product also plays a significant role.

Tank Bunding

Hi, We are just about to kick off design for a new crude storage terminal, Could i have any information regarding putting 4 tanks in a bund. Each tank will hold 120,000m3. Are there any terminals that currently have 4 tanks in a bund & whats the general opinion of clients that store that amount of crude per bund?.. I have checked all international codes regarding this and IP part 19 allows more than 2 tanks per bund providing a risk assesment is done.

You shouldn't use density 1 for all products. I suggest you use "high level densities", such as averages for product groups and refer to detailed densities based on the actual product density in the tank. E.g., average gasoil density 0.81 and the gasoil in tank Txx has density 0.83.

Joop Veenma I don't know where you want to use it for but in general one can say:
The maximum storage capacity of your tank in metric tons is the maximum capacity in M3 calculated with a density of 1.
As long as you store products with a density below 1 the tank can hold this product.
As soon as you store products with a density above 1 you should make a calculation with the actual density. Maximum metric tons you can store in the tank is the same as calculated with a density of 1. So in M3 you must store less in the tank than its maximum capacity in M3. Unless the tank has been specially designed to store a product with a density larger than 1.

Salim Bilawala The rental rates for each tank is based on US$/ CBM/month. The rates vary as per demand. Though Asian rates are not specifically known but it could be in the range of around US7.00 /CBM. These rates are for refined product like D2. diesel. For other products it will be upward of this since more eqpts. are used to store the other products, like crude oil as the tank is lines, frequency of cleaning is more, safety precautions are stringent and so on. Hence the storage rates differ from other products. If more safety precautions are needed, the rates proportionately go up.

We do a lot of terminal performance analysis studies and the storage capacity is never a key performance indicator (KPI) as it should reflect the commercial/strategic operations of the terminal. The storage capacity is based on the total tank turnarounds/terminal throughput per year. If you would like to calculate the amount of storage capacity required, the number of tanks with their capacity etc. I suggest you use simulation modeling. To analyze terminal performance other KPIs can be used, such as the relation annual throughput/berth occupancy, waiting times, flow rates, equipment (such as pumps) utilization etc.

- How many tanks are you planning to construct?
- What kind of tanks?
- Do you have to purchase the ground for the tank farm?
- Is it a brownfield or greenfield project?
- Is there infrastructure such as jetties, pumps, connection lines, boilers etc. in place?
- Are there support buildings in place?
- Do you have road access?
- Etc.

Dhananjoy Mishra/Fujairah Your loading unloading system is more critical here with the metering system. You need to engage an qualified estimator to get the real picture. Tank cost will not be much wrt approach and loading/unloading bay. Also need to decide the number of bays and the specification of the metering system.

Tank Farm turnover guide

We are designing a single product marine tank farm consisting of several approx 6 large (0.5MM bbl) tanks. Is there are general guideline in terms of the number of times these tanks can be turned over during one month. somewhere a long time ago I heard a figure of 3 or 4 was seen as being the most you could reasonably fill, export, fill again in a month. The product residence time (which determines the number of tank turnovers) is typically set by the sales department of a terminal. 4 seems a bit high to me, but if the sales department is able to do this, it should not be a problem. The theoretical number of tank turnovers depends on the (expected) waiting time at the terminal in combination with pipeline and pumping capacity. We use simulation modeling to analyze this, as vessels arrive randomly at a trading terminal, which most likely (looking at your question) your terminal will be.

Dhananjoy Mishra/Fujairah It depends on the type of tank you want to design.Being spherical/ almost spherical, it helps to withstand more pressure, hence can be made of lighter materials. In general if it is a bigger dia tank, dome roof can be manufactured lighter leading to a cost advantage. If you have a column supported or truss supported cone roof, you may have issues with IFR, which will not be a case for a dome roof tank; etc.

I am doing my assignment about project management in the construction of a tank farm. In my assignment, I need to build 6 underground reinforced concrete tanks, pipework to connect them and associated roads and sewage facilities. I have been given 18 laborers, 16 carpenter, 10 steel fixers and 6 excavators as my resources. Now here is my question, besides the 4 resources given, what other resources that will be required in order to increase the efficiency of the construction of a tank farm? Dhananjoy Mishra/Fujairah I exepct depth is not much. Otherwise you will require sheetpiling contractor, orforce for the same with crane etc to do the work. You will definitely need waterproofing for the tanks and painting.
you will be requiring hydrotsting of these tanks- resources related to the same. tanks must have some nozzels by which you need to do the in and out operation. what about pumps etc.

For automation of terminal, it depends upon how much amount of automation is require right from feeding orders/invoices,gauging system, delivery system where full automation starts from tank quantity upto delivered quantity and it works out the quantity both at natural ad standard temp. The tank gauging system works out quantity withdrawn and delivery gives qty. deld. and you can work out diff. based on ASTM table which are already fed in the system. Besides to run a terminal effectively, you may have automation on - Pump operating, Valves operating using actuators, Fire detection and Fire suppression system which will include the tankfarm and also your CCR/switch gear area and Foam system, Linear heat detection, leak detection, Energy management system, Heating system, Emergency shutdown etc. If you have jetties under your control, you need to add up a few on jetty operating also.

In addition, the location, market etc will influence the final valuation. So you need to carry out a due diligence .

Dhananjoy Mishra/Fujairah Process wise no issue. logistics needs to seen. Economic viability is more an issue here. if you even discharge a barge of 4000cbm, you will require 7-10( 40-60 cbm sizes) tankers loading simultaneously for 10-12 hrs, which is normally a discharging time for a barge. And for each tanker you will have stoppage and restart, which increases the vessels' time alongside enormously and will make thing uneconomical.
While we design a system, we need to take this into consideration and hence is not a suggested idea although technical design could be possible.

Dhananjoy Mishra/Fujairah Depends on what is being handled by the terminals. I have not seen much uses for terminals handling class III cargo. While oil majors handling class I cargo uses non sparking hand tools, so also in LNG terminals.

shankar The spark is produced by ferrous material when strike on another ferrous material. These non -spark hand tools is purley made up non-ferrous material like copper, and alloys which will not create any spark when the tools is used for maintenance. If there is a flammable atmosphere and if spark is produced by hand tools, there is a chance of ignation source from spark which will tigger the fire. To avoid such situation, it is advised to use non-spark tools in oil and gas industries.

Salim Bilawala There are various systems followed by each storage terminal. One system is you use tale-tale system whereby pipe under the foundation is laid till the center sump protruding out of foundation and is routinely checked if there is any leakage of tank.

Another system is electronic which is incorporated in gauging system and there leakage detection alarm which you can set at whatever level you want to set.

LNG can have various origins, each with its own quality. The higher the quality, the more energy can be derived from the gas. However, the volume remains the same. Therefore, some contracts (e.g. the amount of energy you can deliver to a network) are in MMBTU and others (e.g. the volume you want to store in a tank) are in cbm.

If you know the amount of energy the gas contains (e.g. in The Netherlands 1 cbm equals 35.17 MJ) you can calculate the MMBTU to cbm value.

Amanullah Khan Gate terminal: A storage and handling company

The growing demand for natural gas cannot be met without an increase in imports. N.V. Nederlandse Gasunie (Gasunie) and Koninklijke Vopak N.V. (Vopak) therefore decided in 2005 to develop Gate terminal (Gas Access To Europe), an LNG import terminal. The terminal’s functions are: receipt, a buffer between receipt and continuous supply of natural gas, regasification, supply. Imported LNG will be regasified and stored under pressure at the terminal before it is supplied at a constant rate to the Dutch transmission network. There will be no change in the composition of the product. The main functions of the LNG import terminal as a whole will therefore be storage and handling; no waste will be produced. The terminal will consist of three storage tanks, two jetties and a process area where the LNG will be regassified. Each tank will have a capacity of 180,000 m3. The total project costs for the LNG terminal will be about € 800 million. The throughput capacity of Gate terminal will be 12 billion m3 of natural gas per annum. The terminal will start its commercial operations as of September 2011. The LNG terminal’s throughput capacity can be increased to 16 billion m3 per annum in the future

after the hydro-testing of a tank tank shell and annular ring edge settlement . Thus water that has accumulated in edge settlement.
this problem has been occur , shell company ( jet fuel quality control for Libya terminals) suggest apply Fiber glass laminates for annular and 0.3 m high of shell as the following:
_ Primer .
_ Second coating layer .
_ A suitable layer (stopping compound) to prevent stress that might result in damage to unsupported parts of the laminates .
_ Chopped strand mat of (300 g r / m2) for the “ double - up “ system or (450 g r / m2) for the “ one - layer “ system , (see fig1) .
_ the chopped strandmat shall consist of size-coated chopped strands , 25-30 mm in length , of special low alkali borosilicate glass , evenly distributed in a random pattern and bound together with a chemical binder soluble in the laminating resin .
_ Glass sued for hand lay-up . The tissue ensures that no stands of chopped glass are exposed at surface of laminate . the normal weight is 300 g r / m2 .

We have an overview of the customers and quantity they require. We know the production yield, we know how much we will import, how much we want to blend. the minimum number of storage days. But we are looking for away to calculate (for eample an excel file) the number of storage tanks that we will need. See example below:
Customer R requies 1 x 35,000 bbls p/mth Fuel Oil 180 Ssf
Customer S requires: 3 x 30,000 bbls. p/mth Fuel Oil Rmg-380
Customer X requires 2 x 20,000 bbls p/mth Fuel Oil 240 Ssf
Customer Y requires 45,000 bbls p/mth Fuel Oil 300 Ssf. Storage capacity 3 Fuel Oil tanks of 20,000 bbls storage.
Customer Z requires 150,000 bbls. of Fuel oil 240 SSf per mth. Production is 12,000 bbls per day
Import 3 x 50,000 bbls p/mth 240 Fuel oil Ssf.
number of minimum storage is 10 days.
How many additional tanks are needed.

Joost Smits Dear Mark, if you want to calculate this the right way you need to use simulation modeling. Excel isn't capable enough to include all complexities of a tank farm, such as variability in vessel arrivals, pipelines/pumps/header that cannot be used due to "already-in-use"/maintenance etc.

You can try to use excel to get an idea, but I wouldn't recommend it if you want to calculate the exact number of tanks (and potential other infrastructure) you need.

Dhananjoy Mishra It depends on the engineering and spec that you want to follow. how much automation you want to use, whether you need a pigging, how far is the delivery points, whether you have a jetty loading or truck loading, power source etc., how exhaustive is the fire system, you want to use aluminum dome/ aluminum floating or external floating roof etc etc.
As a ball park figure, you can arrange USD 15 M w/o land cost.

Dhananjoy Mishra When you operate below floating zone, you are increasing the vapour emission. hence loss increases. which is directly related to the product you are handling, ambient condition etc etc.
also in places, it is environmental issue, statutory approvals are required for each case you land the floating roof on its legs. you need to consider all these issues before deciding.
If you elaborate little on PMS dome, then I can share my view. Is it a simple dome roof?
your selection in between Dome roof and floating roof mainly depends on the product you handle, ambient condition and the statutory requirements.

Dhananjoy Mishra You have asked few questions and mostly requires elaboration.
There are different types of Floating roof, - Single deck pontoon type, Double deck, Buoy type. The roofs could be external FR, Internal Floating roof . If it is internal, it can be Pan type, pontoon type, even can be of sandwich panels. IFR could be aluminum, MS etc.
Although all these floating roofs operates on same basic principle, still there are certain differences in between them and hence the internals also differ accordingly.
so, you need to work accordingly on the type you want to choose and then can detail it further. Although, to choose the type, you need to finalise the requirements first.

Export terminal

Hi;
I am working on a project for exporting gasoline and diesel via a nearby port. The storage tanks are about 11km away from the port/jetty.
We are considering loading the ships by pumping directly from the tanks to ship at the port/jetty 11km away.
Does anyone have an opinion about this?
Is the distance 11km too far to load ships directly?
What are the limitations in terms of maximum distance between the storage tanks and the port/jetty?
Are there any examples of gasoline and diesel export terminals having long distance between the tanks and port/jetty?

paresh shah Dear Richard,There are many locations where Terminals are +10km from jetty & they do pipeline loading. According to me your 11km distance is not difficult to pump however same will be dependent on the Pipeline size, pipeline route (less number of bends), rate of pumping required (need be you may have to install Booster on pipeline route after determining pressure drop point).
You may take any local consultant advise to work out on this.

Dhananjoy Mishra Important point is that booster pump. If you are planning for a Third party terminal, you may have to strip the tanks regularly. that will create issue for pumping. Specially with products like Gasoline.

Calculating petroleum storage tank throughput

I cannot find a definitive definition what throughput is comprised of or considered to be. I assume that any and all activity, product coming into a tank and leaving a tank, would be considered throughput - which would be different than what inventory turnover is. However, when I enter actual incoming and outgoing gallons (absolute values, not “netted” totals) for two of our tanks into the EPA TANKS 4.0.9d software, the working and breathing losses produced by the program are much higher than what we’ve actually experienced. Consequently, I’m trying to determine what the industry considers throughput to be so I can be sure I’m entering the correct numbers into the program for the calculation.
In the following example, what would the correct throughput quantities be for tanks 1 & 2?
Tank 1: Unleaded gasoline
Beginning quantity on hand = 200,000
Sales = (50,000)
Receipt of product = 75,000
Transfer to tank 2 = (150,000)

in our project we use the following definition of throughput: amount of products being imported and exported to and from the terminal. Using our definition, the throughput in your example would be 125,000 (50,000 out and 75,000 in). Internal transfers are not part of the throughput.

oil storage prices in Fujairah

I am looking to get an indicative pricing for storage of different types of oil in fujairah and whether prices differ greatly between clean oil, fuel oil and crude. I have spoken to a few players and have gotten quotes of about USD4.75 per cm per month spot price, and about USD4 per cm per month for long term contracts (these are only ball park figures and it is my understanding they may differ depending on the type of product, the capacity required, and the duration of storage). I would like to know how big the variations could be and whether these would change depending on other services such as heating, blending, etc.

I am currently evaluating whether to set up a division that focuses on oil trading, and would really appreciate it if you could provide me with some clarity on the above mentioned points

What you are querying about is really a so-called Due Diligence procedure or at least part thereof. Prior to a party buying a terminal and depending on what sort of acquisition this concerns (share transaction or asset transaction) an extensive investigation into all relevant aspects of a terminal is conducted, normally by outside experts in the different fields of expertise that come into play. Areas (high level) that need to be reviewed are, at least: Technical Operational, Environmental, Permits, Qualifications, Legal, Management, Financial, Commercial and perhaps other aspects that are specific to local circumstances. Depending on the size of a terminal and the level of detail required by the potential buyer , a full Due Diligence process may take from a few days to up to more than a week. Our mother company has extensive experience with Due Diligence processes of tank terminals.

gasoline and diesel tank farms located in Shanxi province china are claimed by the owner to be partially underground - rail access for oil wholesaler, 100K mt, 70k mt, and 50k metric tons in 3 facilities. Is this highly unlikely construction, as the tanks seem to be above ground and 1/3 the stated capacity, with about 5/4 of height to diameter ratio, most tanks 40 to 60 feet diameter.

I believe that one of the first aspect that you would have to establish is the level of automation that you will have on your terminals.
In general petroleum operations are much more automated than chemicals.
You might have to consider purchasing of a Management System / ERP to manage your operations and customers invoicing (except if your terminal is small and/or not very automated).
It is difficult to provide an average cost without knowing the characteristics of your terminal.

Ideally, Internal Floating roof tanks are the most suitable tank for Gasoline, IFR can also be installed into fixed roof tanks.

Rob Luijendijk Dear Jo, there are really no (public) websites with that sort of information. There are instrutions (research bureaus, consultants) that have (inidicative) rate levels, but again, not in the public domain. Also note that crude storage (at the receiving ens, line Singapore) is largely in the hands of refineries who do not store crude for commercial purposes but for feeding the refinery. Commercial crude storage, unlike that of petroleum products or chemicals, is not frequently practiced. If not for and within a refinery complex, storage of crude is done for strategic purposes or it is done to get the crude from the well to, e.g. an export port. Crude storage is rather seen as a cost than as a source of revenue/profit.

Sanjay Anand There is no thumb rule for typical power consumption in a terminal. Also sorry there is no corelation between pwer and capacity. The power consumption mainly depends on throughput or tank turns, capacity number & type of pumps, heating, blending and ancillary services. Typically 75% will be allocated to pumps and heating system.

You question is quite general, and I fear that it would be difficult to provide a perfect answer in a few lines.
However, I will try to give some insights based on my personal experience

TANK UTILIZATION :
As you would imagine, in order to build such an indicator, you would need following information :
- Tank Capacity : Commercial and/or Technical depending on the destination of the indicator Customer and/or Internal Staff
- Movements concerning the Tank

STOCK MANAGEMENT :
Your stock management will be done based on following aspects :
- (Petroleum) Product Characteristics
- Tank Characteristics (including Strapping Tables)
- Calculation Method : in case you realize Tank Measurements you could probably use API (American Petroleum Institute) Tables

CONTROLS :
Your Tanks certainly have Safety margins and you can use this information to avoid overfilling.

MANUAL/AUTO STOCK MANAGEMENT AND RECORDING
If your Terminal has a high level of automation (tank radars guages, presets, PLC, ...) you should be confortable to implement AUTOMATIC Stock Management and Recording.
Anyway you would probably need a Terminal Management System to manage and follow movements, stocks, ...

operation problems

In our Terminal based in Tunisia, we have 2 big problems in our operation systeme :

1- before each operation (transfert, loadind or discharge) on a tank we need to use blind flanges to insur isolation of the tanks. Because with valves we are not sure of the effective isolation of the tank.
2- In our offshore operations we use pig with 2 caps to push the product using water. I m not sure thet is the best way to do. Do you have any other idéa.

Please can you give us any suggestion or solution to this questions ?

1) Are transhipment commonly provided at Storage Terminal?

2) How similar are the storage terminal business model and operation different from the business model and operation of container port?

3) Are throughput charges considered as handling fee for transferring products from vessel to tanks and vice-versa.

4) We noted that in the storage service agreement, terminal operator provides a certain capacity of free throughputs. Is this practice common in the industry. Are they negotiable?

5) How do they determine the amount of free throughputs. Do they vary between customers or is a standard capacity given by the terminal.

6) Does the amount of free throughput affect the storage rate?

3) I would say Yes. The throughput charges are dependent on the quantity of product handled in movements.

4) Indeed, this is a common practice in this industry to have throughputs as part of the commercial aspects of a contract. And of course, this is a matter of negotiation.

6) As these two items are commercial related, I would say Yes. And once again it depends on the negotiation of the contract between a customer and a storage terminal.

Oil Storage Terminals

Hi I have a few questions that i would like proffesional guidance on:
1) Besides for Simple Storage what other value added services do petroleum storage terminals provide (and earn revenue from)?

2) How is oil physically transfered from truck/rail/ship into the storage and visa versa- what/how many processess does the oil go through?

3) How is the oil separated?

4) Do you have product/crude flexible tanks and how much more expensive are they.

Jon Watson Terminals storing bunker fuels often add value by blending. So, if they have 500cSt HFO and distillate fuels they can blend these to create any of the intermediate fuels.
This can be designed for splash/batch blending on the barge, or splash/batch or inline blending in the terminal.

Brian Savage We have provided centrifugal pump sets ( 3 pumps to system) for 3500 and 4200 gallons per minute. Connections/line configurations on board greatly influence flow rate. Tanks being served and associated dynamic discharge heads also influence varying flow rates. Thus we see 3 versus 2 pumps being used. We only work with viscosities less then 35 cts.

Anon 1) it depends on the contract. $6.50/cbm seem to be more for petrochemical products. At that price range, it might be more for pure storage.

2) it depends. Most terminals will not allow it so as to maximise revenue. But it is possible as long as all parties agree. I believe Vopak is looking into this

3) Petroleum products usually use bigger tanks and thus the rates are usually cheaper. Operation-wise, most are similar. Mostly, it is a scale issue.

Corey Rogers 1) Agreements can be negotiated with many different charge out options. Commonly rates are structured to include - base price/m3 + throughput + shipping + payback for facility modifications (If required) + blending + drumming. Basically-you pay for your tank + labour + energy to service your needs as a customer. The rates get better the longer the contract & how good your negotiation skills are.

2) Tank sharing is generally allowed if customers agree and products are obviously of a similar grade. Very common on petroleum terminals. Not so much in chemical terminals due quality risks.

3) Essentially the terminals are very similar as noted above however, petroleum products are dirty compared to chemicals and have simpler handling processes. The price/m3 will be much lower in a petroleum terminal.

CEPS Pipeline Terminals

Dear Sir / Madam

I am currently trying to understand the terminal infrastructure related to the CEPS pipeline. I am looking at the branch of the pipeline that runs to the north of Germany in particular. I understand there are installations in Bransche, Oldenburg, Farge and Hodenhagen, but cannot find out how fuel is stored or distributed at these locations. - Oiltanking Ghent

Lewis Bates Gas I have no connection with, but it occurs to me that storage capacity and storage use are two different figures, if a terminal has 1 million CuM refilled every week is a much more important measure than the strategic storage tanks which are refilled maybe once per year, or even tanks that (these days) are too expensive to fill. Refineries are not good at indicating the usability of their tankage - Terminals are better - but not much.

What price per cubic metre should I allow to build a green field bulk liquid storage terminal given that the port facilities are in place for ships of up to 22 metre draft anf the ground under the tanks is going to be ok for reasonable foundations. we are looking to build 120,000 cubic metres. Amsterdam-Rotterdam-Antwerpen (ARA), geheel Europa, andere continenten, gehele wereld. Om het dicht bij huis te houden, een paar opmerkingen over het ARA gebied. Gezien de enorme grootte van dit havengebied en het belang van deze havens voor de opslag en overslag van olie, chemie, etc. zijn belangrijke en grote spelers in de tankopslagmarkt in het ARA gebied nadrukkelijk aanwezig. De bedrijven spelen een prominente rol en trekken daardoor dan ook de aandacht. Echter, ook in het ARA gebied zijn eveneens vele andere grotere en kleinere bedrijven op dit terrein actief. Er is dus zeker geen sprake van een oligopolie in het ARA gebied en juist de laatste jaren zijn er nogal wat nieuwe spelers bijgekomen. Rob Luijendijk Hi Hugh, this depends to a large extent on how you define "oil storage capacity". If you take the total global oil storage capacity (dedicated/refinery + independent), their share is small. However, probably your question refers to the independent tank storage industry only (= about 450/500 M m³, max 20% of the total), the share of the investment banks is larger because we think that their share in the dedicated/refinery storage industry is negligible. Still, for the independent tank storage industry, a distinction has to be made between "owned" and "leased" or both at the same time. With respect to "owned", another factor is owned directly or owned indirectly.
Probably because of these ambiguities it is very difficult to say what there share is. Two things are rather sure though: it is not insignificant and it is rising.

All crude storage prior to the refineries is rarely in the hands of independent operators, virtually always operated by the crude exploration companies and/or the well known oil companies. This is the reason why relarively little information is found in this database. It is not our focus as we are trying to put transparency in the tank storage market that can be used by third parties. Nevertheless, you will find in our database a number of crude storage facilities that offer their services, albeit often on a limited scale, for third party crude storage. You can make a Registration at our website. With that you create a so-called Credit Account (with 100 free credit points) which will allow you to search our database. Once the 100 points are used up you can buy any additional number of points (€ 0.25/point) with a credit card.

Rob Luijendijk We estimate that the global tank storage capacity is around 1,800 million m³. Furthermore we estimate that as part of this total a maximum of 400 million m³ is capacity operated as independent/commercial tank storage capacity. Generally speaking, independent/commercial tank storage capacity is the capacity that is not operated by oil companies. Oil company's capacity is called dedicated storage capacity and is generally used for the relevant oil company only. Independent/commercial capacity is also referred to as third party storage capacity. Important to understand is that products stored at independent terminals is never owned by the owner/operator of the terminal, these products are always owned by third parties, the terminal's clients.

Rob Luijendijk Tank utilization can be measured in various ways; per m³ holding capacity of one or more tanks (filling rate), to the extent that the throughput capacity is used (x cubic meters or x tons in and out of a tank per period), or the financial perforemance in relation to a budget.

Rob Luijendijk Dear Ling Ling, the independent tank storage industry generaly serves the middle (assuming you mean here heavy fuel oil) and downstream (gasoline, gasoil, diesel, naptha) oil sectors (as well as chemicals, vegetable/edible oil, etc.). However, there are also independent tank terminal facilities that handle crude but this number is small relative to the other two sectors.

Maria Eschbach As far as we know there is no publisher providing such information. The only magazine, to the best of our knowledge, that publishes generic information on rates for oil etc. in major oil hubs is the Petroleum Economist. The January issue of this magazine normally has an article on this matter.

Rob Luijendijk A standard contract form stipulates a fee per cubic meter per annum or another period. These fees normally include a number of throughputs during that same period. If this number of throughputs is exceeded an additional throughput fee applies. If the pre-agreed number of throughputs is not reached, the original fee agreed for this contract remains unchanged. Only excess throughputs are being charged extra. Please see also my answer to Tank Leasing Price question.

Rob Luijendijk Tank storage fees are based on supply and demand. In other words, a lot of demand in a tight market leads to high storage fees. Another approach is of course that storage fees are based on operational, financial, overhead costs for a terminal. The total cost (e.g. per annum) divided by the total storage capacity results in (minimum) storage fee per cubic meter per annum. Furthermore, it has to be taken into consideration that not all capacity will be leased out permanently, so a correction for an expected occupancy level applies as well.
