Calculating petroleum storage tank throughput

I cannot find a definitive definition what throughput is comprised of or considered to be. I assume that any and all activity, product coming into a tank and leaving a tank, would be considered throughput – which would be different than what inventory turnover is. However, when I enter actual incoming and outgoing gallons (absolute values, not “netted” totals) for two of our tanks into the EPA TANKS 4.0.9d software, the working and breathing losses produced by the program are much higher than what we’ve actually experienced. Consequently, I’m trying to determine what the industry considers throughput to be so I can be sure I’m entering the correct numbers into the program for the calculation.
In the following example, what would the correct throughput quantities be for tanks 1 & 2?
Tank 1: Unleaded gasoline
Beginning quantity on hand = 200,000
Sales = (50,000)
Receipt of product = 75,000
Transfer to tank 2 = (150,000)

in our project we use the following definition of throughput: amount of products being imported and exported to and from the terminal. Using our definition, the throughput in your example would be 125,000 (50,000 out and 75,000 in). Internal transfers are not part of the throughput.

oil storage prices in Fujairah

I am looking to get an indicative pricing for storage of different types of oil in fujairah and whether prices differ greatly between clean oil, fuel oil and crude. I have spoken to a few players and have gotten quotes of about USD4.75 per cm per month spot price, and about USD4 per cm per month for long term contracts (these are only ball park figures and it is my understanding they may differ depending on the type of product, the capacity required, and the duration of storage). I would like to know how big the variations could be and whether these would change depending on other services such as heating, blending, etc.

I am currently evaluating whether to set up a division that focuses on oil trading, and would really appreciate it if you could provide me with some clarity on the above mentioned points

What you are querying about is really a so-called Due Diligence procedure or at least part thereof. Prior to a party buying a terminal and depending on what sort of acquisition this concerns (share transaction or asset transaction) an extensive investigation into all relevant aspects of a terminal is conducted, normally by outside experts in the different fields of expertise that come into play. Areas (high level) that need to be reviewed are, at least: Technical Operational, Environmental, Permits, Qualifications, Legal, Management, Financial, Commercial and perhaps other aspects that are specific to local circumstances. Depending on the size of a terminal and the level of detail required by the potential buyer , a full Due Diligence process may take from a few days to up to more than a week. Our mother company has extensive experience with Due Diligence processes of tank terminals.

Labour/staff cost around 15%-25%.
Insurance premium generally a function of tank terminal construction cost(EPC). May take 0.5% to 1% of EPC per annum.

For estimate of operating cost OPEX (which exclude depreciation and financial cost), USD 1 to USD 1.50 per cubic meter per month can be used as a guide. If it is 1,000,000 cbm, take say USD1-1.5million per month on OPEX.

gasoline and diesel tank farms located in Shanxi province china are claimed by the owner to be partially underground - rail access for oil wholesaler, 100K mt, 70k mt, and 50k metric tons in 3 facilities. Is this highly unlikely construction, as the tanks seem to be above ground and 1/3 the stated capacity, with about 5/4 of height to diameter ratio, most tanks 40 to 60 feet diameter.

I believe that one of the first aspect that you would have to establish is the level of automation that you will have on your terminals.
In general petroleum operations are much more automated than chemicals.
You might have to consider purchasing of a Management System / ERP to manage your operations and customers invoicing (except if your terminal is small and/or not very automated).
It is difficult to provide an average cost without knowing the characteristics of your terminal.

- planning and scheduling

Naeem Ansari KSA N2 gas can be used and it is ideal for fixed roof tank either empty or full (at safe level) Gasoline vapours will remain inside, N2 not only protect unnecessary vapour losses but will keep the product cool and away from explosive mixture.
Ideally, Internal Floating roof tanks are the most suitable tank for Gasoline, IFR can also be installed into fixed roof tanks.

There are instrutions (research bureaus, consultants) that have (inidicative) rate levels, but again, not in the public domain. Also note that crude storage (at the receiving ens, line Singapore) is largely in the hands of refineries who do not store crude for commercial purposes but for feeding the refinery. Commercial crude storage, unlike that of petroleum products or chemicals, is not frequently practiced. If not for and within a refinery complex, storage of crude is done for strategic purposes or it is done to get the crude from the well to, e.g. an export port. Crude storage is rather seen as a cost than as a source of revenue/profit.

The power consumption mainly depends on throughput or tank turns, capacity number & type of pumps, heating, blending and ancillary services. Typically 75% will be allocated to pumps and heating system.

You question is quite general, and I fear that it would be difficult to provide a perfect answer in a few lines.
However, I will try to give some insights based on my personal experience

TANK UTILIZATION :
As you would imagine, in order to build such an indicator, you would need following information :
- Tank Capacity : Commercial and/or Technical depending on the destination of the indicator Customer and/or Internal Staff
- Movements concerning the Tank

STOCK MANAGEMENT :
Your stock management will be done based on following aspects :
- (Petroleum) Product Characteristics
- Tank Characteristics (including Strapping Tables)
- Calculation Method : in case you realize Tank Measurements you could probably use API (American Petroleum Institute) Tables

CONTROLS :
Your Tanks certainly have Safety margins and you can use this information to avoid overfilling.

MANUAL/AUTO STOCK MANAGEMENT AND RECORDING
If your Terminal has a high level of automation (tank radars guages, presets, PLC, ...) you should be confortable to implement AUTOMATIC Stock Management and Recording.
Anyway you would probably need a Terminal Management System to manage and follow movements, stocks, ...

operation problems

In our Terminal based in Tunisia, we have 2 big problems in our operation systeme :

1- before each operation (transfert, loadind or discharge) on a tank we need to use blind flanges to insur isolation of the tanks. Because with valves we are not sure of the effective isolation of the tank.
2- In our offshore operations we use pig with 2 caps to push the product using water. I m not sure thet is the best way to do. Do you have any other idéa.

1) Are transhipment commonly provided at Storage Terminal?

2) How similar are the storage terminal business model and operation different from the business model and operation of container port?

3) Are throughput charges considered as handling fee for transferring products from vessel to tanks and vice-versa.

4) We noted that in the storage service agreement, terminal operator provides a certain capacity of free throughputs. Is this practice common in the industry. Are they negotiable?

Oil Storage Terminals

Hi I have a few questions that i would like proffesional guidance on:
1) Besides for Simple Storage what other value added services do petroleum storage terminals provide (and earn revenue from)?

2) How is oil physically transfered from truck/rail/ship into the storage and visa versa- what/how many processess does the oil go through?

3) How is the oil separated?

4) Do you have product/crude flexible tanks and how much more expensive are they.

Jon Watson Terminals storing bunker fuels often add value by blending. So, if they have 500cSt HFO and distillate fuels they can blend these to create any of the intermediate fuels.
This can be designed for splash/batch blending on the barge, or splash/batch or inline blending in the terminal.

Hi I am trying to find out if there is a market for treating sludges that form in the bottom of oil storage tanks. Anil Raheja Dia for a 40000m3 tank will reach around 53m in case there are restrictions on height of the tanks to say 20m.
In case there is no such restrictions in place dia can be reduced by increasing the height.

Corey Rogers Generally a Manifold system is designed to be drained regularly. Therefore constant line fill is considered part of tank bottoms and manifold is considered a transaction when emptied/filled.

Brian Savage We have provided centrifugal pump sets ( 3 pumps to system) for 3500 and 4200 gallons per minute. Connections/line configurations on board greatly influence flow rate. Tanks being served and associated dynamic discharge heads also influence varying flow rates. Thus we see 3 versus 2 pumps being used. We only work with viscosities less then 35 cts.

Anon 1) it depends on the contract. $6.50/cbm seem to be more for petrochemical products. At that price range, it might be more for pure storage.

2) it depends. Most terminals will not allow it so as to maximise revenue. But it is possible as long as all parties agree. I believe Vopak is looking into this

3) Petroleum products usually use bigger tanks and thus the rates are usually cheaper. Operation-wise, most are similar. Mostly, it is a scale issue.

Corey Rogers 1) Agreements can be negotiated with many different charge out options. Commonly rates are structured to include - base price/m3 + throughput + shipping + payback for facility modifications (If required) + blending + drumming. Basically-you pay for your tank + labour + energy to service your needs as a customer. The rates get better the longer the contract & how good your negotiation skills are.

2) Tank sharing is generally allowed if customers agree and products are obviously of a similar grade. Very common on petroleum terminals. Not so much in chemical terminals due quality risks.

3) Essentially the terminals are very similar as noted above however, petroleum products are dirty compared to chemicals and have simpler handling processes. The price/m3 will be much lower in a petroleum terminal.

Top and bottom loading arms are used for land transport and marine loading arm is user for water transport. Top loading arm is used to load and unload road or rail tankers. CEPS Pipeline Terminals

Dear Sir / Madam

I am currently trying to understand the terminal infrastructure related to the CEPS pipeline. I am looking at the branch of the pipeline that runs to the north of Germany in particular. I understand there are installations in Bransche, Oldenburg, Farge and Hodenhagen, but cannot find out how fuel is stored or distributed at these locations. Do you know of any companies that connect to the CEPS pipeline, or how distribution from it takes place?

CEPS has a number of access points (Rotterdam, Antwerp, Gent, Le Havre and Marseille). As far as I know, the following terminals have access to CEPS, although not in Germany:
- Oiltanking Stolthaven Antwerp
- Vopak Eurotank
- Vopak ACS
- LBC Antwerp
- Oiltanking Ghent

Lewis Bates Gas I have no connection with, but it occurs to me that storage capacity and storage use are two different figures, if a terminal has 1 million CuM refilled every week is a much more important measure than the strategic storage tanks which are refilled maybe once per year, or even tanks that (these days) are too expensive to fill. Refineries are not good at indicating the usability of their tankage - Terminals are better - but not much.

What price per cubic metre should I allow to build a green field bulk liquid storage terminal given that the port facilities are in place for ships of up to 22 metre draft anf the ground under the tanks is going to be ok for reasonable foundations. we are looking to build 120,000 cubic metres. Tanks would need to be around 20,000 cubic metres and cater for unleded petrol, Diesline , 180 fuel oil 380 fuel oil and bitumen. Amsterdam-Rotterdam-Antwerpen (ARA), geheel Europa, andere continenten, gehele wereld. Om het dicht bij huis te houden, een paar opmerkingen over het ARA gebied. Gezien de enorme grootte van dit havengebied en het belang van deze havens voor de opslag en overslag van olie, chemie, etc. zijn belangrijke en grote spelers in de tankopslagmarkt in het ARA gebied nadrukkelijk aanwezig. De bedrijven spelen een prominente rol en trekken daardoor dan ook de aandacht. Echter, ook in het ARA gebied zijn eveneens vele andere grotere en kleinere bedrijven op dit terrein actief. Er is dus zeker geen sprake van een oligopolie in het ARA gebied en juist de laatste jaren zijn er nogal wat nieuwe spelers bijgekomen. Rob Luijendijk Hi Hugh, this depends to a large extent on how you define "oil storage capacity". If you take the total global oil storage capacity (dedicated/refinery + independent), their share is small. However, probably your question refers to the independent tank storage industry only (= about 450/500 M m³, max 20% of the total), the share of the investment banks is larger because we think that their share in the dedicated/refinery storage industry is negligible. Still, for the independent tank storage industry, a distinction has to be made between "owned" and "leased" or both at the same time. With respect to "owned", another factor is owned directly or owned indirectly.
Probably because of these ambiguities it is very difficult to say what there share is. Two things are rather sure though: it is not insignificant and it is rising.

This website and its database focus on independent tank storage, storage accessible for third parties. All crude storage prior to the refineries is rarely in the hands of independent operators, virtually always operated by the crude exploration companies and/or the well known oil companies. This is the reason why relarively little information is found in this database. It is not our focus as we are trying to put transparency in the tank storage market that can be used by third parties. Nevertheless, you will find in our database a number of crude storage facilities that offer their services, albeit often on a limited scale, for third party crude storage. Rob Luijendijk We estimate that the global tank storage capacity is around 1,800 million m³. Furthermore we estimate that as part of this total a maximum of 400 million m³ is capacity operated as independent/commercial tank storage capacity. Generally speaking, independent/commercial tank storage capacity is the capacity that is not operated by oil companies. Oil company's capacity is called dedicated storage capacity and is generally used for the relevant oil company only. Independent/commercial capacity is also referred to as third party storage capacity. Important to understand is that products stored at independent terminals is never owned by the owner/operator of the terminal, these products are always owned by third parties, the terminal's clients.

Rob Luijendijk Dear Ling Ling, the independent tank storage industry generaly serves the middle (assuming you mean here heavy fuel oil) and downstream (gasoline, gasoil, diesel, naptha) oil sectors (as well as chemicals, vegetable/edible oil, etc.). However, there are also independent tank terminal facilities that handle crude but this number is small relative to the other two sectors.

Maria Eschbach As far as we know there is no publisher providing such information. The only magazine, to the best of our knowledge, that publishes generic information on rates for oil etc. in major oil hubs is the Petroleum Economist. The January issue of this magazine normally has an article on this matter.

Rob Luijendijk A standard contract form stipulates a fee per cubic meter per annum or another period. These fees normally include a number of throughputs during that same period. If this number of throughputs is exceeded an additional throughput fee applies. If the pre-agreed number of throughputs is not reached, the original fee agreed for this contract remains unchanged. Rob Luijendijk Tank storage fees are based on supply and demand. In other words, a lot of demand in a tight market leads to high storage fees. Another approach is of course that storage fees are based on operational, financial, overhead costs for a terminal. The total cost (e.g. per annum) divided by the total storage capacity results in (minimum) storage fee per cubic meter per annum. Furthermore, it has to be taken into consideration that not all capacity will be leased out permanently, so a correction for an expected occupancy level applies as well.

Initially, the storage fee would be based on cost-based pricing, also taking occupancy levels into consideration. These calculated fees are then compared with existing fees in the relevant storage market or, if this is absent, estimated on the basis of a virtual supply/demand situation. This latter can also be achieved by discussions/negotiations with potential clients.

Krien According Petroleum Economist the rates are about S$ 5.80/cbm but for next year S$6.50/cbm was indicated. For long term contracts discounts in the range of S$ 0.15-0.25 are offered.

Krien Petrochemicals are much more expensive than crude oil or petroleum products. Also the tanksizes differ. The rates mentioned in the article are for crude oil / cpp. All rates change with different conditions, so this average is for a medium long contract and at average throughput, any diversion from that will have an effect on the rates.

It is not an easy answer, and without conducting a study on the required facility, no one would be able to tell you with certainty. Even the price for one single tank can vary a lot i.e. what product would be stored, single or double walled, single or double shell, type of roof, are mixers inside, does it have to be heated, fire fighting equipment ... on top of that, you are mentioning jetty and a bitumen facility. Unless you spend some amount of money co conduct a study, you would not be able to put a budget on it. We are not talking about one single tank but a tank farm.

Rowland Dicks I agree with Stefan's comments and would like to add a few other dimensions to the discussion. The terrain would affect the total cost as well as the length of pipeline, whilst the size of tank that would meet the proposed client needs is needed to add to the costing protocols. I don't think that there is enough information supplied relating to the question to make any more comments.

J.Veenma, Independent consultant at Veenma Tankterminal Consultancy The amount of water which can be present in a tank that stores crude oil can be anything between zero and a few hundred tons. During loading water can be present in the cargo loaded.
So after discharging the cargo at the storage terminal they will receive this water in their storage tank.
When the ship discharges to the shore tank samples are taken from the cargo received by the terminal and in the laboratory one can define the amount of water and sediments received.

Rob Luijendijk Possible but not necessarily easy. Moreover, a tank container stores about 25/30 m³ which is often not enough for bulk quantities. Important is to clean the tank container to safeguard the integrity of the next product. What plays a role as well is the the type of authorosation of the tank container to carry products with different hazardous properties. Tank containers (like rail tank cars or tank trucks) are used for intermediate storage but usually not for a prolonged period. For bulk storage of liquid storage the services of a tank terminal, some of which have small tanks as well, are the best and safest solution.

Rob Luijendijk We estimated the global dedicated tank storage capacity (notably refinery storage capacity) on the basis of the global refinery capacity and derived from this number an average front-end storage capacity (crude storage capacity) and an average back-end (the storage capacity required to hold refinery products) on the basis of 30 days front-end crude and 45 days back-end products. We calculated this on a global basis only. We did not do this on a country-by-country basis.

Maria Eschbach Independent storage terminals are operated by service-oriented companies that own and operate tank storage terminals purely for third party customers. They do not hold title to any of the product stored in the tanks.

The main characteristics of independent tank storage are:

- The owner of a terminal is in principal a different legal entity from the owner(s) of the product(s) stored;

- The owner of the storage maintains a portfolio of clients; some may be associated companies;

- The terminal owner maintains an independent Profit/Loss account.

As far as we know the EIA publishes the storage numbers for crude oil, ethanol and oil products capacity in operation (excluding idle capacity) and net available shell storage capacity at US terminals and refineries. We publish the total tank storage capacity at the terminals for crude, oil products, chemicals and vegetable oil, including idle capacity as well.

In any way, whichever source you may use, the total storage capacity figures will always vary as it is quite difficult to track down the real situation.

Rob Luijendijk The general (global) picture is that currently the demand for tank storage capacity outstrips the supply. Obviously this is most apparent in global hot spots: big oil ports, along coast lines of strongly emerging markets but there is a modest but growing demand for storage infrastructure as well in secondary locations. There is a fair number of smaller and local reasons (varying product specifications, shallow ports) that together constitute good reasons for regional storage operations but the global trend is fuelled by 1) the growing global imbalances between product availability and supply and 2) the fact that there are nowadays more players on the supply-side who are all securing strategic positions (= tank storage) along the value chain from production to consumption.

Rob Luijendijk There is no exact answer to your question because there is no clear line between independent and captive storage. Also captive storage capacity is sometimes made available to thrird parties on a temporary basis. Generally speaking however the split is 80% (captive) and 20% (independent). The overall picture is that over the years the independent section has grown faster than the captive section. We expect that this trend will continue.

The basic functions are 1) storage terminals, 2) transload terminals (pipeline terminals) but most terminals combine these two functions in widely varying degrees. The revenue for 1 comes from storage fees plus additional income for extra services (eg heating, transhipment, etc), the revenue for 2 is often related to quantities transloaded (eg from pipe to ship, RTC to ship).
2. Main cost items are personnel, maintenance, utilities/energy, third-party services (eg tank cleaning), HQSE related cost. Beyond the direct ops cost, depreciation/amortisation is a significant item.
3. Quality services (the right quality for the right price), product integrity, proper housekeeping, environment consciousness, safety.
4. Depends on type of terminal/operations (see 1). Adequate jetty infrastructure, rail/road racks, pipelines, blending/mixing facilities, warehouses/repackaging facilities. A truly independent terminal operates tanks and supporting infrastructures only.

Emmanuel Polman Importance in the business model is the risk sharing strategy between the private operator and the port authority. The port / terminal institutional model will determine the mutual level of involvement in investments in the land & nautical infrastructure, super structures, tools & equipments, operations, etc. It will determine the financing structure, sources of financing and the future operational expenses etc.

Rob Luijendijk There is not one correct answer to your question as there are may variables (terminal size, throughput, type of terminals, ops costs, automation, types of products, etc.) that have a significant effect on EBITDA levels. What can be said is that the independent tank terminals industry, notably the oil storage sector, is a profitable activity where EBITDA’s of 40 to 50% of gross revenues are being achieved. However, there are examples where 60+% is recorded but we rather see that as an exception. Currently there is a healthy market demand for (oil) storage, both in the mature as well as in the emerging markets. The chemical storage market is currently slower because of the slacker global market dynamics.

Captain Leo Kloet Following is the procedure which will be used for a safe and efficient tank inspection program.

1. Tank will emptied and taken out of service. If it is a crude oil tank, it is recommendable to have a sludge reduction program in place e.g. additional mixing and light crude oils.
2. All pipeline connections to the tank will be disconnected and provided with blind flanges.
3. Tank will be cleaned by experienced contractors.
4. After the cleaning and oxygen/gas measurements, a first visual inspection will take place.
5. In case, a coal tar epoxy has been used, this layer has to be removed by blasting. ( N.B. the use of coal tar epoxy is since several years forbidden!).
6. A bottom scan will be carried out via the MFL method. This will a complete scan/inspection of the bottom, including the annular ring area.
7. Also the floating roof will be measured on topside, bottom side, sleeves, welding etc.
8. The thickness of the tankwall will be measured.
9. The roundness of the tank will be measured for an optimal functioning of the seal of the floating roof.
10. There is the possibility to measure condition of the tank bottom while tank is in operational condition with the use of equipment which has been positioned outside the tank. This is called “acoustic emission measurement of the tank bottom”.

Simon Packer No, Magnetic Flux Leakage is used to inspect the parent plate material for corrosion defects and cannot be used for the lap welds. The most common method of inspecting storage tank floor plate lap welds is by use of a Vacuum Box.

Johan Sandberg Some servo operated level gauges have this capability. In particular the Servo Gauge from Enraf has the ability to make a 10 point profile over the height of the liquid. Clearly, the application of such gauges has to be on “clean” products so that the displacer does not become contaminated. When the profile is uploaded to the host system it can be manually viewed as a graph to see if the tank is stratified. In addition a package called VTW from MHT Technology can automatically analyse the profile to give an alarm if stratification is detected.

Jon Watson The DM 250.2 portable digital density transmitter may prove a useful tool.
This is simply a vibating element density meter fitted at the end of a measuring tape. The operator can then lower this into the tank and capture density and temperature data (and convert automatically to density at 15C) at different depths. The tape extension, temperature, observed and base densities are then logged and can be transferred by Bluetooth to a portable (with belt clip) data logger and subsequently via bluetooth to a PC.
Typical density accuracy is 0.5kg/m3.
This one instrument can be used with a variety of different tanks and different tank conents. Where a density difference is found indicating an interface wetween the two levels at which readings were taken, the operator can then take further readings at intermediate levels to idenify the interface, typically to within 10cm.
The instrument is popular with operators who routinely have to otherwise take top middle and bottom samples and measure with a hydrometer as they have less equipment to carry round and say that it is safer when climbing tanks when less encumbered.
